Lyons View Pike Project Update

September 20, 2013 UPDATE - The City of Knoxville has completed all milling, paving, and striping work, all traffic control measures have been removed, and the entire stretch of Lyons View Pike has now been reopened to through traffic.

Lyons View Pike has been closed to through traffic since April 15, 2013, in conjunction with KUB’s multiple utility upgrade project to replace the natural gas, water, and wastewater mains in this area.

KUB’s contractor, Charles Blalock & Sons, and their subcontractor, Pipeline Construction, completed all utility installation work in early September, nearly two months ahead of schedule. All totaled, Charles Blalock & Sons and Pipeline Construction replaced 20,222 feet, or 3.83 miles, of utility pipe over a 21 week period.

KUB would like to extend its sincere appreciation to residents and businesses in the Lyons View Pike area, as well as commuters who frequently travel this busy stretch of roadway, for their patience and understanding during the past several months as we completed this challenging project.

Lyons View Pike Project Update

September 13, 2013 UPDATE - KUB’s contractor, Charles Blalock & Sons, and their subcontractor, Pipeline Construction, have completed installation of all natural gas, water, and wastewater pipes and related equipment along the 1.5 mile Lyons View Pike construction zone and adjacent areas nearly two months ahead of schedule.

With utility upgrades completed, the work zone has now been turned over to the City of Knoxville for roadway resurfacing work. The City’s paving contractor is scheduled to begin milling, final paving, and striping work along Lyons View Pike on Monday, September 16. The roadway reopening date will be determined by completion of the City’s paving work.

Lyons View Pike remains closed to through traffic between Lakeshore Park on the west end and Colony Way on the east end. Harley Drive remains barricaded at the Lyons View Pike intersection for the duration of this project.

Due to changing roadway surface conditions, and the ongoing presence of large trucks and heavy equipment, motorists should continue to proceed with caution when traveling anywhere within the area.

September 5, 2013 UPDATE - With utility related work in Lyons View Pike nearing completion, the City of Knoxville's paving contractor is scheduled to perform milling, paving, and striping of the roadway beginning the week of September 16. Prior to that, KUB's contractor will be making final tie-ins of the force mains and completing final "punch-list" items at various locations throughout the length of the project. In addition, Lyons Pointe Lane and areas adjacent to its intersection with Lyons View Pike will be paved by KUB's contractor and all remaining vegetation management work will be completed. Due to the rapidly changing nature and location of the work needed to close out construction and prepare for final paving, motorists should continue to use caution when traveling anywhere within the project area.

Weather permitting, it's expected the City's contractor will complete the resurfacing work and the roadway will re-open to through traffic sometime the week of September 23.

The Construction Progress Map for Zone 7 remains unchanged. Lyons View Pike remains closed to through traffic between Lakeshore Park on the west end and Colony Way on the east end. Harley Drive remains barricaded at the Lyons View Pike intersection for the duration of this project.

August 29, 2013 UPDATE - Work continues in Construction Zone 7, immediately southeast of Lyons View Pike. As part of this work, construction equipment is partially extending into Lyons View Pike just east of the Oak Grove Lane intersection on the far western end of the project. Tree pruning and vegetation removal work continues at various locations along the entire length of Lyons View Pike. Motorists should continue to use caution when traveling through the entire area.

The Construction Progress Map for Zone 7 remains unchanged. Lyons View Pike remains closed to through traffic between Lakeshore Park on the west end and Colony Way on the east end. Harley Drive remains barricaded at the Lyons View Pike intersection for the duration of this project.

All utility work impacting Lyons View Pike is expected to be complete by mid-September with the City's resurfacing work to follow immediately afterwards. Weather permitting, it's expected that the roadway will be open to traffic by the end of September.

Lyons View Pike Project Update

August 23, 2013 - Work in Construction Zone 6 was completed on Thursday, August 22, with the placement of temporary pavement and general cleanup within the zone. Work in Zone 7 has already begun and will continue for approximately the next three weeks. Zone 7 is immediately southeast of Lyons View Pike and along the north boundary of Lakeshore Park. Installation of two new sewer mains in Zone 7 will require that construction equipment be located in Lyons View Pike for most of the next three weeks. Tree pruning and vegetation removal work continues along the entire route of Lyons View Pike. Motorists should continue to use caution when traveling through the area.

Traffic Note:  Effective Friday, August 23, the full road closure area will be located as shown on the updated Construction Progress Map for Zone 7. The road closure will remain at that location for the remainder of the project. All residences and businesses located west of the closure area will be accessible from Northshore Drive only. Those located east of the closure area will remain accessible from Kingston Pike only.

Lyons View Pike Project Update

August 16, 2013 - Work began in Zone 6 on Tuesday, August 13. Zone 6 is a relatively short zone and work is expected to move quickly. As such, placement of temporary pavement in Zone 6 is expected to occur before the end of August. The Construction Map has been updated to reflect the current progress. All utility work impacting Lyons View Pike is expected to be complete by mid-September with the City's resurfacing work to follow immediately afterwards. Weather permitting, it's expected that the roadway will be open to traffic by the end of September, however construction activity will still be occurring outside of the roadway and motorists will need to use caution when traveling through the area.

Work also continues in the Lyons Pointe Lane area east of Lyons View Pike. KUB is also continuing its preparations for tree pruning and vegetation removal related to the overhead electric circuit along Lyons View Pike.

Lyons View Pike Project Update

August 8, 2013 - Work in Zone 5 is nearing completion, with water and natural gas services being tied over to the newly installed mains. Placement of temporary pavement within Zone 5 is tentatively scheduled for Monday, August 12, weather permitting. Transition into Construction Zone 6 is set to begin Tuesday, August 13. Work in the Lyons Pointe Lane area just to the east of Lyons View Pike continues. The Construction Map has been updated to reflect the Zone 5 progress. While not directly related to the ongoing multiple utility upgrade project along Lyons View Pike, KUB is also scheduling tree pruning and vegetation removal work in the area at this time to coincide with the road closure so that the impact to customers is held to a minimum.

NOTE: The contractor will not be working this Saturday and Sunday, August 10-11. Due to the pending transition from one work zone to the next, utility installation work in Zone 6 can’t be started until temporary paving work has been completed in Zone 5.

Schedule Note: Construction continues to progress well ahead of schedule. At the current rate and weather permitting, it is possible that all construction work and final paving within Lyons View Pike can be completed in September. KUB continues to work closely with the contractor and the City of Knoxville to refine the construction schedule in order to firm up plans for the reopening of the roadway.

Schedule Note: At the current rate, KUB anticipates the project will be completed several weeks in advance of the original November time frame.  We continue to work with the contractor and the City of Knoxville to further refine the original project completion date.

Lyons View Project Update

July 26, 2013 Update - All work in Zone 4 has been completed, and Blalock has now transitioned into Zone 5. Within Zone 5, the trench that will contain the new utility lines will transition from the north lane (westbound) to the south lane (eastbound) in the vicinity of 5628 Lyons View Pike. In general, as placement of the new lines within the trench is completed and the trench is backfilled, access to individual driveways within Zone 5 will shift from Northshore Drive to Kingston Pike as the trench work moves past each driveway.

Blalock has also begun working simultaneously in Lyons Pointe Lane immediately to the east of Lyons View Pike. This work only affects those residents that live along Lyons Pointe Lane.

Reminder: Access to all Cherokee Country Club (CCC) facilities is only available from Kingston Pike. Access to CCC from Northshore Drive will not be available until the project is completed.

Schedule Note: Although the weather has been unusually wet through much of the project, the contractor has made good use of the extended work hours, longer work week and multiple crews to make excellent progress. As such, KUB is presently evaluating the remaining work and coordinating with the contractor and the City to revise the anticipated completion date. After the pipeline work is finished, the City's contractor will complete the final paving of the road. July 18, 2013 Update - Work in Zone 3 has been completed. All traffic from address 5412 Lyons View Pike east must access from Kingston Pike. Blalock has completed the water main installation in Zone 4 and tied over all service lines. Work continues in Zone 4 to install the new sewer and natural gas mains. Barring any unforeseen construction issues, and weather permitting, Blalock expects to transition from Zone 4 to Zone 5 by next week.

Lyons View Pike Project Update

July 12, 2013 UPDATE - Work on the far western end of Zone 3 is wrapping up as existing gas services are being tied over to the new gas main. Installation of the new water main within Zone 4 continues. Once the disinfection and flushing process is complete on the new water main, the contractor will begin tying water services over to the new water main. Customers will be notified in advance of the brief interruption of water service as the individual services are transferred to the new main. As soon as all water main replacement work in Zone 4 is complete, Blalock will begin work to replace the existing sewer and gas lines within Zone 4.

Note: The contractor will not be working this Saturday & Sunday, July 13-14. The disinfection process on the recently installed water line in Zone 4 is underway and will not be ready for confirmatory sample collection and testing until Monday morning, July 15. Work on other utilities in the area can't be started until the new water line is in service, and the old water line is removed, to make room for the other new utilities.

July 3, 2013 UPDATE - Work in Zone 3 is nearing completion. By 3 p.m., Wednesday, July 3, placement of temporary pavement within the majority of Zone 3 will be complete. Blalock & Sons will adjust traffic control devices at 3 p.m. Wednesday such that all Cherokee Country Club (CCC) traffic must enter from and exit to Kingston Pike. After 3 p.m. Wednesday, July 3, all CCC facilities will not be accessible from Northshore Drive for the remainder of the project.

The construction contractors will not be working Thursday, July 4, through Sunday, July 7, and will resume activity on Monday, July 8. At that time, the remaining work on the western-most end of Zone 3 will continue, and preparation work for the new water line construction within Zone 4 will commence.

June 27, 2013 UPDATE - Blalock & Sons has placed the new water line in Zone 3 into service and is tranferring all water services over to the new main.  As work prepares to transition from water line construction to sewer and gas line construction in Zone 3, it is very important to stay abreast of the upcoming traffic changes for all vehicles wanting to reach Cherokee Country Club (CCC) facilities on the north side of Lyons View Pike (golf, tennis, swimming). 

The schedule will be as follows:

Thursday, June 27, to Sunday morning, June 30, 8 a.m.
Access to CCC north side facilities from Kingston Pike ONLY

Sunday morning, June 30, 8 a.m., to Wednesday evening, July 3, 5 p.m.
Access to CCC north side facilities from Northshore Drive ONLY

This is a temporary situation while crews install the new water line to the west. Once the water line is placed into service and water service lines tied over to the new main, the existing 98-year old cast iron water main will be removed to allow for installation of the new sewer and gas mains.

Lyons View Pike Multiple Utility Project Update

June 12, 2013 UPDATE - Work in Zone 2 has been completed, and Zone 3 work has started.  The current construction zone runs from the west end of Cherokee Country Club (CCC) west to address 5404 Lyons View Pike.  Blalock & Sons has begun installation of the new water line in Zone 3.  Installation of the sanitary sewer and natural gas lines will follow. 

The Construction Progress Map for Zone 3 is effective as of 1 p.m. on Wednesday, June 12, 2013. 

Important Note: Effective immediately, the Cherokee Country Club facilities (club and main parking lot) on the south side of Lyons View Pike (LVP) are only accessible from the east end (Kingston Pike).  CCC facilities (golf course, swimming pool, and tennis courts) on the north side of LVP will continue to be accessible from the west end (Northshore Drive) only until all construction activities move fully to the west of all CCC facilities. 

Residences east of CCC remain accessible from the east while residences west of CCC remain accessible from the west.

Lyons View Pike Multiple Utility Project Update

June 7, 2013 UPDATE - Work in Construction Zone 2 is nearing completion, and Zone 3 work is set to begin.  Blalock & Sons and Pipeline Construction are continuing with work immediately in front of Cherokee Country Club (CCC).  Construction crews are in the process of connecting to the new water, sewer, and natural gas pipes already installed beneath the CCC golf cart tunnel.  Blalock has completed preparation work related to resuming trench excavation activities for the new water line immediately west of CCC. 

The current Construction Progress Map for Zone 2 has been updated to reflect the location of the Full Road Closure presently in place directly in front of CCC. 

Important Note: The Cherokee Country Club facilities (club, main parking lot) on the south side of Lyons View Pike (LVP) remain accessible from both the east end (Kingston Pike) and west end (Northshore Drive).  However, effective Wednesday, June 12, the Cherokee Country Club facilities (club, main parking lot) on the south side of Lyons View Pike (LVP) will only be accessible from the east (Kingston Pike).  CCC facilities located on the north side of LVP (golf course, swimming pool, tennis courts) will continue to be accessible from the west end only until all construction activities move fully to the west of all CCC facilities.

May 23, 2013 UPDATE - Work continues in Construction Zone 2.  Blalock & Sons, the general contractor, is laying new sewer and gas mains.  Pipeline Construction, the sub-contractor, has completed installation of new gas, sewer, and water lines via directional bore beneath the golf cart tunnel in front of Cherokee Country Club. 

NOTE: No work will be performed between Sunday evening, May 26, and Tuesday morning, May 28, in observance of Memorial Day on Monday, May 27, 2013.

May 15, 2013 UPDATE - Restoration work on Construction Zone 1 is complete.  The east end of Lyons View Pike between Kingston Pike and the intersections of Arrowhead Trail and Colony Way has been re-opened.  However, the remainder of Lyons View Pike remains closed to through traffic west of Colony Way. 

Construction work is underway within Zone 2.  The construction progress map has been updated.

Lyons View Multiple Utility Project Update

May 9, 2013 UPDATE - Installation of the water and natural gas mains is nearing completion in Construction Zone 1 (east end of the project).  Individual water and natural gas service lines are being connected to the newly installed mains, and the roadway is being restored.  Weather permitting, KUB anticipates re-opening the east end of Lyons View Pike to Colony Way the week of May 13.  At that time, the Arrowhead Trail and Colony Way intersections with Lyons View Pike will also be opened.  However, Lyons View Pike will remain closed to through traffic west of the intersection of Lyons View Pike and Colony Way.  KUB will update the construction progress map and issue a notice prior to this section re-opening. 

As Zone 1 work is wrapping up, Blalock has begun preliminary work within Construction Zone 2.  Zone 2 will be approximately 2,000 feet in length, extending from just west of Colony Way all the way to Cherokee Country Club.  Zone 2 will only involve the installation of sewer and natural gas mains.  The existing 12" water line in Zone 2 was installed in 1995 and does not need to be replaced at this time.  As a result, KUB anticipates Zone 2 construction will proceed quickly, and lengthening the work zone will help expedite the work.  Extending Zone 2 also allows the contractor to begin the installation of sewer, water, and gas lines beneath the golf cart tunnel at Cherokee Country Club.

As work progresses within Zone 2, access for individual property owners will depend on where their driveway is in relation to the immediate trench work construction.  Generally, if the active trench work is east of a driveway, the resident's access will continue to be from the west.  Once the active trench work moves west of a driveway, their access should shift to the east.  Since the utility work can progress fairly quickly and field conditions change rapidly at times, inspection personnel and field representatives will work closely with individual property owners to communicate and coordiate this information. 

Lyons View Pike remains closed to through traffic for the remainder of the project.  Harley Drive remains barricaded at the Lyons View Pike intersection for the duration of this project.  Cherokee Country Club access continues to be from the west end (Northshore Drive).  Completion of the project is scheduled for November 2013, prior to Thanksgiving.

April 30, 2013 UPDATE - KUB and contractor Charles Blalock and Sons continued work this past week on the multiple utility construction project along Lyons View Pike.  Installation of the eight-inch sewer force main has been completed in Construction Zone 1 (east end of project).  Blalock and Sons, and subcontractor Pipeline Construction, have begun excavation and installation of water and natural gas mains in Construction Zone 1 this week.  Pipeline Construction successfully completed a test bore underneath the tunnel connecting the Cherokee Country Club parking lot and golf course on April 29,  No rock was encountered beneath the tunnel during this test bore, which means that the contractor should be able to install pipelines via a bore method, thereby minimizing excavation and expediting work in that area.  Lyons View Pike remains closed to through traffic for the remainder of the project.  Completion is scheduled for November 2013, prior to Thanksgiving.  Additionally, the Arrowhead Trail and Colony Way intersections with Lyons View Pike remain barricaded while construction is completed on the east end in Construction Zone 1.  Harley Drive will remain barricaded at the Lyons View Pike intersection for the duration of this project.  All local traffic entering and exiting Lyons View Pike must continue to do so from the west end, at the Northshore Drive intersection. 

Blalock Not Working Saturday, April 27, Due to Weather Conditions

April 26, 2013 - The contractor, Charles Blalock & Sons, will not be working on Saturday, April 27.  In anticipation of the inclement weather predicted for Saturday, Blalock worked during the early morning hours of Thursday, April 25, and continues to make preparations for critical tie-in work to be performed this Sunday, April 28.  Placing the new line in service will allow Blalock to begin work on the water and gas line replacements in Zone 1 on Monday morning, April 29.  As has been the case since construction began, there will be two crews on the job to ensure that work stays on schedule.  Also scheduled for Monday, Pipeline Constrution Company will be conducting a one-day test bore beneath the golf cart tunnel in front of Cherokee Country Club to confirm sub-surface conditions. 

Planned Temporary Water Service Interruption at East End of Lyons View Pike from 3-7 a.m. on April 25

April 24, 2013 - Early Thursday morning, April 25, between 3-7 a.m., KUB will be shutting down the section of water pipe in the Lyons View Pike Construction Zone 1 (area east of Arrowhead Trail) to allow the contractor, Blalock & Sons, to remove a short section of the water line that is in conflict with the new utilities to be installed.  Customers affected by this water service outage have been notified.  Other water customers in close proximity to the work, but not in the construction zone, may notice air bubbles in their water after the work is performed.  Diffused air bubbles may cause the water to have a white appearance, but it goes away quickly as the air dissipates from the line.  Allowing your water faucets to run for usually less than a minute should clear any trapped air from your plumbing.  Please call KUB at 524-2911 if you have questions related to this temporary water service interruption.  Please call 558-2330 for all other matters related to the Lyons View Pike project. 

Week One Completed on Lyons View Multiple Utility Project

April 22, 2013 - KUB and contractor Charles Blalock and Sons are one week into the multiple utility construction project along Lyons View Pike.  The traffic control plan was implemented as of April 15, 2013, and Lyons View Pike will remain closed to through traffic for the remainder of the project.  Completion is scheduled for November 2013, prior to Thanksgiving.  Additionally, the Arrowhead Trail and Colony Way intersections with Lyons View Pike remain barricaded while construction is completed on the east end of the work zone.  Harley Drive will remain barricaded at the Lyons View Pike intersection for the duration of this project.  All local traffic entering and exiting Lyons View Pike must do so from the west end, at the Northshore Drive intersection.

In addition to implementing the traffic control plan and barricades, Charles Blalock and Sons installed sediment and erosion control devices, completed the materials staging area across from Oak Grove Lane, and began excavation and installation of the sewer force main.  Work on the water, and possibly natural gas lines, will begin within the next week.

Lyons View Pike Project and Road Closure Begins

April 15, 2013 - KUB and its contractor, Charles Blalock and Sons, have started construction on the east end of Lyons View Pike, near the Kingston Pike intersection.  Due to excavation in the roadway, and the ongoing presence of equipment, only local traffic will be permitted to travel in the construction zone.  All local traffic entering and exiting Lyons View Pike must do so from the west end, at the Northshore Drive intersection.  As a reminder, the entire construction zone limits on a 1.5 mile section of Lyons View Pike will remain closed to through traffic as the natural gas, water, and wastewater mains are upgraded in along this stretch of roadway.  The closure of this section of Lyons View Pike will remain in effect for the duration of the project, which KUB anticipates will be completed in November 2013, prior to Thanskgiving.

April 10, 2013 - As a reminder, KUB and its contractor, Charles Blalock and Sons, will close the entire construction zone limits on a 1.5 mile section of Lyons View Pike to through traffic starting at 7 a.m. on Monday, April 15, 2013, to coincide with the start of construction on a project to upgrade the natural gas, water, and wastewater mains in the area.  The closure of this section of Lyons View Pike will remain in effect for the duration of the project, which KUB anticipates will be completed in November 2013, prior to Thanksgiving.

Electronic Message Boards Provide Project Updates

April 2, 2013 - In preparation for the April 15 start date for the multiple utility construction project along Lyons View Pike, KUB has installed electronic message boards at both the east and west ends of the construction zone to familiarize commuters with the pending road closure and project dates.

Project Update

March 22, 2013 - Following a second public meeting on March 21, KUB and its contractor, Charles Blalock and Sons, are currently mobilizing and finalizing preparations to begin construction on the Lyons View Pike multiple utility upgrade project in mid-April. The closure of Lyons View Pike to through traffic will coincide with the start of construction, and will remain in effect until the scheduled project completion date in November 2013.

Project Update

March 1, 2013 - KUB has issued bids for the project, and will select a contractor by mid March. Additionally, KUB’s utility locating contractor, USIC Locating Services, is scheduled to be working along Lyons View Pike over the next several days (weather permitting) to apply paint markings on the roadway and in easements to identify current underground utility locations to assist prospective bidders as they prepare their bids. The new utility lines installed as part of this project may not be placed in the same location as existing facilities. Motorists are advised that there may be temporary lane reductions in the immediate work area as USIC progresses along Lyons View Pike.

Project Update

February 7, 2013 - The input from the public meeting on January 24 and the questionnaires showed that most customers preferred an extended work week and hours to allow quicker project completion. Some customers were interested in sharing the cost for underground electric; and others said they might be interested, depending on the cost. Underground electric service will not proceed unless customers decide to fund it.

Based on that input, KUB plans to ask contractors to bid on the Lyons View Pike construction project with instructions to:

• Provide firm bids for underground electric.
• Base bids on working 12 to 14 hours a day, seven days a week, weather permitting.
• Meet the construction time frame of April through fall of 2013.

After selecting a contractor, KUB will follow up with residents who were interested in underground electric service to determine whether to move forward. KUB will also provide additional information about the start of construction.
